what software do you have? I've got a "minimovie" animation tutorial for Paint Shop Pro and Animation shop here.

The software I use is The GIMP - which is free and you can download the windows version here: http://gimp-win.sourceforge.net/. If your on Mac then you can download it through fink or darwinports I think, but you need to have X installed.
Anyway, to create an animation, just stick each frame into a new layer, then save the image in a format that supports animation. It will give you the option of converting the layers into an animation, and viola an animated avatar.

Yes, you do need to have X installed on a Mac to use The Gimp. You can also do animation with Photoshop Elements if you don't want to lay out the money for the full Photoshop suite. It's fairly reasonably priced (under $100) and IMO has a much easier learning curve than The Gimp.

There is a version of GIMP called GimpShop that has the GUI redesigned to look more like Photoshop, it's called GimpShop. It's Windows only as far as I know, so I've never used it, but you might check it out if you want something that is like photoshop but free.
Of course, if you have the Money, photoshop is really the way to go. I use it quite a bit, and I really do think it's better than Gimp. I just end up using Gimp a lot of the time if I need to do some quick image editing and I don't feel like going to the other side of the house to use my Mac, and there is no Linux version of Photoshop (*yet* crosses fingers).
Completely off topic, but it is rather irksome to have half of the tools I use for graphics development on Linux, and the other Half on Mac.

Thanks guys for the GIMP suggestion for creating avatars. I've always wanted to make an animated one, so it was fun to play around with it. Here's my first avatar that I made, what do you guys think?
