I don't think it could have worked out. They seem like they could be really good friends, but I don't think they could be a couple. I don't think Harry is a very open minded person and he is judgemental of people when he first meets them, and the way he thinks of people tend to stay the same until they do something to prove to him that they are different. [hope that makes sense] I think because Harry is a nice person, he hung around with Luna because he felt a bit sorry for her and thought she was a nice person, not really that he liked her all that much. And it seems to me that Harry and Luna were sometimes together but it was because Luna was just there alone and Harry was being nice and invited her to join them, or Luna [being the bold person she is] invited her self over and started talking.
Another reason they wouldn't work out is because Luna is a person that people look at because of the way she looks and acts. And even though Harry is used to people looking at him, I think after so many years of it, he got kind of sick of it. I think he wants to lead a normal life without people staring at him all the time, and I don't think that would have happened if he was with Luna
Also maybe if Ginny wasn't around, they could like each other more. During OOTP Harry liked Cho, and then after the battle at the ministry he really didn't like anyone and then it was on to Ginny...at least that is they way I see it! So I don't think she ever had a chance.
Also could it be possible that if Ginny and Luna were good friends, Ginny could have told Luna she liked Harry? Because if she told her that, then I think Luna would have respected Ginny enough to not like Harry like that. And maybe if she did like Harry, she knew that she wouldn't have a chance against Ginny, or she just knew that that would be a non-friend-ish thing to do. Luna is a good friend and wouldn't take Ginny's "man".
So I don't think it could have worked out.

I do find it kind of funny that JKR does a better job of illustrating Luna and Harry's warm friendship than she does Ginny and Harry's romantic attatchment in "The Deathly Hallows." Luna & Harry actually get meaningful scenes with each other, unlike Ginny, whose only big moment with Harry was the "Birthday Kiss." Luna's calm presence was there in the Malfoy Manor dungeon with Harry, Ron & Mr.Olivander...it was Luna who seemed to tap into Harry's feelings about Dobby and contributed to Dobby's eulogy...and apart from the epilogue, Harry's final "meaningful moment" with another character was with Luna, when she picked up on his weariness and his need to be alone, and encouraged him to find that time alone, away from everyone else, after his defeat of Voldemort. I think that JKR's affection for Luna grew as she wrote the last two books and as a consequence she developed both Luna's character and her special relationship with Harry...Luna's lovable wackiness was emphasized in HBP and JKR stressed her wisdom & stregnth in DH.
In contrast, the character of Ginny in DH seems to be just an object of longing, albeit a very powerfull one because she embodies Harry's hope for the future, but she's not a particularly memorable character in her own right. JKR simply writes that Harry was always thinking of her and when Ginny does make an appearance in the final battle, she's mostly observed from afar.
As for Luna's best friends being Gryffindores, I don't necessarily think that means Luna belonged in Griffindore House, maybe Luna had an intense "emotional intelligence" and that was why she was a Ravenclaw...just a thought...

I don't think it could have worked out, because I think that Harry and Luna would be better as friends. Though it seemed to me that Luna could perceive how Harry was feeling at times when others didn't, I think Harry wouldn't like Luna in that way. Though I Luna understood how Harry felt about Sirius, his parents, and other things, Ginny understood more about having Voldemort inside his mind, and it seemed that he needed someone who understood more about that, and who he could relate to about that. I dunno, it's just what I think.
