I agree. The first time Hermione stayed at the Burrow was in GoF, so she could go to the Quidditch World Cup with the Weasleys and Harry. Then, in OotP they were- of course- at Grimmauld Place.
I agree with Roonwit. I think that by Goblet of Fire (which is, of course, their fourth year) then the Grangers and the Weasleys know each other pretty well. They were introduced for the first time in CoS at Gringotts, if I remember rightly.

Like many said before me she was there first when in GoF, and that was for a special occation, Hermione wouldn't have been able to go to the world cup if it wasn't going with the Weasleys
Then it was in OotP(I know this was at Grimmauld place, but basically the same, she's staying with the weasleys), keep in mind this was right after Voldy came back, it was a very tense situation, the darkest wizard of all time (who BTW is out to get Hermiones best friend) has just been resurected, he still has loyal followers, and no one knows where he is, or what he's planning to do... The Grangers must want to keep Hermione safe, so it's understandable they want her as protected as possible, and knowing they got nothing on a wizard, the safest bet is with the Order.
Next was HBP, now she's much older, and perhaps even more reason to keep her away from a house full of guys? I think this also has a lot to do with Voldemort, and them wanting her to be protected.
I also think the fact that Hermione is a responsible and mature person was important for them to let her stay there. And The WEasleys and Grangers has probably been more in touch with each other than we see, seeing how close their children are.

In what way are they "god awful"? In my opinion, they have been the only source of family love that Harry has known, excepting Sirius of course.
