I think Filch is the opposite of Petunia, with a similar disposition. They both want what they can't have. Only I think Filch's lot is a bit worse--he grew up in the wizarding world with a wizarding family. He couldn't have just had his memory modified and walk out of it. I think Hogwarts is the only place he could've found work in the Wizarding World however (because of Dumbledore), because squibs seem pretty ignored. They're like handicaps that way. Same with Lupin and Hagrid.

I think the beauty of these characters (Petunia, Severus, Voldemort and Filch) is that Rowling gives them that depressing depth, and yet doesn't ignore the fact that such people are prone to doing evil things out of bitterness. So you feel sorry for them but at the same time you don't.
