As we know from GoF (Bloomsbury pg. 84) and DH (pg. 117 and 322) the Lovegoods are the next Wizard neighbours to the Weasleys.
Luna, when meeting Ron on the Hogwarts express (OotP pg. 211-213) acts weird for a girl who presumably(?) has met a boy (Ron) for the first time: She doesn't need to ask his name (in contrast to Harry and Neville), she reprimands him for his behaviour towards her fellow Ravenclaw (Padma) without even presenting herself, and she laughs insanely at his joke. We have no evidence from the text, but I get the feeling that they must have known each other from early on, perhaps from the time of her mother's death when Xeno might have wanted her out of the way to clean up their house; he could very well have placed her in the care of the Weasleys.
