Taking discussion of Percy a step further into the realms of character analysis ...
*OT* Unfortunately, Rufus Scrimgeour is the new Minister of Magic (much to Harry's irritation throughout Book 6). Also, I thought I read somewhere on JKR's website that Mr. Weasley wouldn't become M.O.M. in this series. More's the pity. I would have DEFINITELY preferred Arthur at the helm rather than the lion-headed wonder. */OT* Anyway, I don't think Percy will come back for ANY price or event. When Bill was mauled by Greyback, and the rest of the family flew to his side in the hospital wing, Percy wasn't there. When Ron was accidentally poisoned, Percy didn't so much as send an owl to ask after his health. When Mr. Weasley (in Book 5) got attacked by Nagini, we didn't hear so much as a peep from Percy. I think, as far as he's concerned, his family is "dead" to him, already, and I fear that he won't reconcile with them--even "before it's too late" won't make him budge. I'm just SO pissed at Percy. Molly Weasley stood up for her beloved son all these years, held him up as an example to the rest of the Weasleys, doted on him, and look how he repays her--even after Harry was proved right and Voldemort reappeard in the Wizarding World. I think nothing short of a magical two-by-four right between the eyes will wake up Percy at this rate.
