Contrary to the poll results, I believe that Lockhart was a Slytherin. He manipulated others to get on top. He had ambition beyond most and was willing to go to extremes to get on top.
Rita Skeeter is also i definite Slytherin in my mind for many of the same reasons. She was shrewd and sneaky to get her story.
I also peg Fudge as a Slytherin. He was tricky for me, but
I decided that anyone willing to deny Voldemort's existence to maintain favor with the wizarding world had to be a Slytherin.

I think Grubbly-Plank was in Ravenclaw 'cause she is quite stern, but she never seems like a 'baddie', so obviously she wouldn't be in Slytherin and Ravenclaw seems the sternest out of the other to houses. Maybe? I dunno?
