With regard to Snape teaching non-O students, I don't think he had any choice because Dumbledore would have insisted he allow those with As to do it also. For potions, it was clear for anyone who bothered to ask that you needed an O to do Snape's potions class, so students studying for OWLs knew they had to work very hard if they wanted to go on to NEWTs. But for DADA students could reasonably expect to be allowed to do NEWTs with only an A, so it is unfair to change the rules after the exam and insist on an O grade. This is particularly true due to the generally poor standard of teaching in DADA up to this point, so even quite gifted students might only have been able to achieve an O grade. It is entirely possible that if Snape was able to insist on an O grade for the DADA NEWTs class it would be just be him and Harry, and I suspect Snape would hate that just as much as Harry would.
