Another burning question (yes I'm full of them and don't know which burns most): when Voldemort killed his father and grandparents, he was 16. So the ministry should have known that an underaged wizard, named Tom M. Riddle, performed the AK curse in the Riddles' mansion. How come they did not know???

On the topic of when magic is performed at Privet Drive, I believe that aside from in CoS (obviously), OotP, and DH, there would be little issue. After all, in PoA the ministry was wrapped around Harry's little fingers so much, they didn't punish him at all for blowing up Marge (even if it was an accident).

In GoF, the ministry still heavily supported Harry, so for Arthur to pick Harry up (and connect his fireplace to the floo network, no less) it must have been simple to either get permission for, or smooth out later, the problem of magic in the presence of an underage wizard.

In OotP (excuse me if I'm wrong -- it's been a while), the ministry is doing everything in their power to get Harry in trouble, and considering the series of letters Harry receives after he produces the patronus, especially the ones on how Dumbledore is sorting everything out at the ministry and to sit tight, I'm assuming that some sort of bargain was made on how Harry would be removed from 4PD. After all, the ministry was simply trying to discredit Harry at this point. They weren't turning him into undesirable number one just yet tongue.gif. And besides, the matters of security, after all, were hardly against the ministry -- they were merely precautions from Death Eaters. At this point, as someone mentioned earlier, the ministry had not yet been infiltrated.

In HBP, the ministry is trying to be on Harry's (and Dumbledore's) good side again, so I think Dumbledore's visit, once confirmed, was ignored.

In DH, the magic performed (i believe) is minimal. Drinking a potion would not qualify as magic, and I don't think the order was careless enough to perform magic if they thought the DEs might be watching.

I probably mixed up a few facts there, and forgot a few things, but it's getting late and I'm tired. 'night sleep.gif
